The EU has adopted a draft resolution, originally proposed in March, to reduce both road transport CO2 emissions and road deaths by 2020.
The resolution, passed by the EU's transport committee late last year, calls on the European Commission to take measures or to propose legislation to halve the number of people killed or seriously injured on the road by 2020 compared with 2010 figures. The wide-ranging proposals also call for the reduction of CO2 emissions from road transport by 20% over the same time frame.
A statement from the committee added that it wanted to use the polluter-pays principle for all modes of transport.
A spokesman said: "MEPs ask the Commission to table a proposal by 2014 to ensure that the costs of pollution, noise and congestion are reflected in the price paid by the user for all forms of transport, and they want the revenue generated in this way to be used by member states to fund sustainable mobility."
