The chancellor's Budget speech included, in referencing the construction of a "northern powerhouse", the introduction of a "seamless Oyster-style" train ticketing system across northern England.

George Osborne confirmed that he had reached agreement with the 10 council leaders of Greater Manchester to devolve further powers to the city, with a mayor set to be elected in exchange for control of more of the city's services and choices.
