DVLA urged to provide more data to combat licence fraud

Driver licence checking company Licence Check has urged the DVLA to provide third-party firms with more data in order to combat identity theft.

Licence Check has called on the DVLA to supply third-party checking providers with unique Identifiers, generated by the driving licence card manufacturer, which are then etched onto the licence.

Should the DLVA pass on this information to third parties, lost, stolen or forged cards could be flagged up and removed from circulation, the compliance company said.

According to figures from not-for-profit fraud prevention association Cifas, the annual cost of fraud in the UK is £193bn; however, a breakdown on driving licence scams is not available. 

Richard Brown, managing director of Licence Check, said that fake licences pose a big problem to fleets, and that checks should be carried out on a regular basis to comply with duty of care obligations. "If such basic checks do not take place, employers (including senior management) may be criminally liable for any deaths or serious injury that occur as a result of a road traffic accident, involving an employee who is driving on company business," he said.

He added: "Whilst many organisations are prioritising driver compliance, some fleet managers with a small number of vehicles, simply take a copy of an employee's driving licence, without undertaking any further checks.  This is worthless, especially when a counterfeit licence can be quickly and easily purchased online."
