CO2 legislation delayed

The European Commission has delayed proposals for a 120g/km average CO2 output per manufacturer by 2012 after internal disputes over whether the legislation should be binding.

Environment commissioner Stavros Dimas proposed the limits in response to carmakers' failure to hit the voluntary 140g/km average by 2008, but industry commissioner Guenter Verheugen reportedly opposes binding legislation.

The current average across all carmakers is just below the 160g/km mark, and achieving next year's 140g/km target looks unlikely.

A final EC verdict should be revealed in the next few weeks.
