Congestion charge trial planned for M25

Radical plans are afoot to introduce a congestion charge on the nation's network of motorways, reports The Times.
According to the newspaper's sources, Transport Secretary Douglas Alexander has been tasked with identifying a suitable test bed for a forthcoming trial that pre-empts a national road charging scheme set to be introduced in 2015.
Likely candidate for charging will be the M25, following the addition of a fourth lane, with a charge introduced for using the extra lane in peak times.
A Government investigation into road charging published in 2004 found congestion on motorways and A-roads would reduce by 34% if a £1.34 per mile road toll were introduced.
