ACFO's cautious reception to phone survey

ACFO has cautiously welcomed a Government-backed survey, which claims tougher penalties have cut the frequency of drivers using hand-held phones by 40%.
But Julie Jenner, ACFO's chairman, said: "I am surprised by these figures because I don't see evidence on the road of that kind of reduction in use."
She added: "If it is genuinely the case then we welcome the trend. But three points and a £60 fine are almost laughable deterrents. If that reduction is real and sustained then it is a great step forward, but I am sceptical."
The survey, carried out in south-east England between September 2006 and August 2007, monitored 100,000 vehicles and reported the percentage of car drivers using hand-held phones dropped from 1.7% to 1%.
