Milliband unveils 'low-carbon economy' aim

Reducing the UK's CO2 emissions by 60% come 2050 was at the top of the Government's priorities, when new targets were unveiled last week.

The bill will set legally binding targets and environment secretary, David Milliband, also announced the bill will introduce the concept of an independent body with advisory and enforcement powers.

Under the new rules, the Government will introduce "Carbon Budgets" that set limits in five-year blocks for business to stick to.

The Climate Change Bill will undergo a three-month consultation period before being enacted in April 2008, with the first carbon budgets expected the following September.
