Manchester C-charge vote due

Greater Manchester's controversial congestion charge proposals will be put to a referendum on 11 December after concessions were won by opponents, including halving the maximum daily rate to £5 and exempting lorries for the first year of the scheme's operation.

The region's 10 councils have, however, voted to exclude the term 'congestion charge' from the key referendum question, which will ask: "Do you agree with the Transport Innovation Fund proposals. Yes or No?"

Leaders of Stockport and Trafford councils, who oppose the scheme, were outvoted when they called for the term 'congestion charge' to be part of the question.
