Car traffic decreased by 3% in the first quarter of 2009 compared with the same period in 2008, according to the provisional Department for Transport figures.
Motorway traffic was down 5%, rural A road down 4% and urban A road traffic down 2%.
Light van traffic was down 2% across all road types, with HGVs dropping a massive 12%.
