ACFO cautious over Government moves to cut admin

Car fleet trade association ACFO has offered a cautious welcome to the Government moves to cut red tape (BusinessCar, 10 January 2012), but raised concerns over two key areas.

The Department for Transport has announced it intends to scrap both the paper counterpart of the driving licence and hard copies of the V5C registration document as part of 142 transport regulations being either improved or removed.

ACFO chairman Julie Jenner said the industry will require clarification on how to check for points on driving licences and driving class eligibility if the paper counterpart is no longer required.

"For employers that continue to self-check licences we need to know the procedures the Government will put in place or whether they expect revenue-raising checks to be made with the DVLA online or by telephone," said Jenner.

Regarding V5C documents, potentially required for taking vehicles abroad, being stopped by police or during defleet for outright purchase fleets, Jenner called for "a clear process in place for fleet operators to follow obtain the document and a clear timeframe in which the DVLA has to provide it".

"Reducing bureaucracy is nearly always a welcome move as it almost invariably results in improvements in efficiency and thus savings in administration time and costs," said Jenner. "However, in relation to the removal of these two regulations, fleet operators need to be assured that inefficiencies will not result, so more clarity from the department is required."
