Fines for disruptive roadworks

A new permit scheme for utility firms in Bedfordshire, Hertfordshire and Essex which cause disruption through their roadworks has been given support by the Institute of Highway Engineers.

Under the scheme, companies who work without a permit or break the conditions will be fined.

While IHE president Richard Hayes supports the move, he added that for many authorities, the process of building a business case for a permit scheme that has only to break-even is a step too far.

"For those running the permit schemes time will tell if there has been a reduction in unplanned congestion."

Hayes is also calling for lorries to be banned from motorways on Sundays, a practice commonplace in the rest of Europe and is writing to Roads minister Mike Penning to investigate the matter.
