York council phases out grey fleet usage

York City Council has begun using an hourly rental car share system in place of grey fleet for employees travelling on business journeys.

The organisation is currently piloting the scheme with five vehicles. Supplied by rental firm Enterprise, they are based at its main site in York, which is known as EcoDepot.

So far 170 staff have signed up to the programme, but the council is planning to move its entire staff to a new head office between December 2012 and April 2013, when it plans to expand the scheme and increase the number of cars to 25.

The rental vehicles are currently being used for regular short trips including "site visits, surveys and inspections". The council estimates that around 20% of its staff regularly uses their own vehicles for work journeys.

Geoff Derham, head of waste and fleet services at York City Council, said: "We intend to make hourly rental the primary form of transport for our employees in York wherever appropriate.

"Having fewer cars, used by more employees and at one fixed monthly fee, will mean that business journeys will cost less per mile.

"That means we'll be expanding the programme to cover all council operations with our move to the new HQ."
