The Government has confirmed it has "no plans to make significant reforms to the structure of Vehicle Excise Duty for cars and vans in this Parliament", with VED rising from 1 April 2013 in line with the Retail Price Index, apart from heavy goods vehicles, for which the VED cost is frozen ahead of wider changes in line with the Road User Levy Scheme coming for HGVs in April 2014.

The grace period between paying VED and displaying a tax disc in a vehicle to 14 days, and has changed the system for off-the-road vehicle declarations so that the notification is indefinite rather than annual.
