London mayor seeks vehicle tax review to improve air quality

London mayor Boris Johnson feels BIK, capital allowances and vehicle exercise duty should be amended by the Government to improve air quality, according to a report by the mayor and Transport for London.

The report indicates a number of ideas to improve air quality in the capital - including the Ultra Low Emission Zone set to be rolled out across the capital by 2020 - however, Johnson believes more needs to be done to meet EU targets for NOx.

The report suggests that 21% of CO2 emissions in the capital are transport-related, while it adds that transport accounts for 52% of particulate matter and 63% of N2 (nitrogen) respectively.

His concern with the so-called "dieselization" of the capital - thanks to a growth in use of oil-burning company cars - is behind many of the strategies to improve the air quality. These include:

. Increasing the uptake of low emissions vehicles

. Transforming the city's commercial fleets

. Introducing zero emission taxi and private hire fleets

. Developing low emission neighbourhoods including workplace parking charges

"Bandings should be altered over a reasonable length of time, so that air pollutants are considered as well as CO2, and the full benefits of ultra low emission vehicles are fully recognised

The capital allowance deductions for vehicles should be treated similarly, to encourage lower polluting vehicles in business usage," the report said.
