BVRLA conference: Rental and leasing key to shaping UK car parc

The rental and leasing industry has a key role to play in shaping the make-up of the UK car market in the wake of the VW emissions scandal, parliamentary under secretary of state for transport Andrew Jones told the BVRLA conference audience in a video speech.

Following the VW debacle and the Government's decision to delay the removal of the 3% benefit-in-kind surcharge until at least 2021, Jones stated: "The Government is not anti-diesel. Diesel cars have played and continue to play a valuable role in reducing fuel usage and emissions of carbon dioxide."

However, Jones did stress that "tackling air quality is a priority for the Government", saying that each year 29,000 people die prematurely through issues related to poor air quality. "This is unacceptable, and the Government has recently consulted on its air quality plans. A major part of the approach is for local action on clean-air zones," Jones continued.

He added that the Government is planning to work alongside Defra to establish common standards for clean-air zones, which he claimed "is designed to give long-term certainty to the leasing and rental sector".
Jones also raised the possibility of introducing a car-club awareness campaign in an attempt to encourage more efficient use of vehicles.
