ACFO plans parking guide to head-off 'huge' rise in fines

Car fleet operators' association ACFO is planning to publish a memorandum of understanding by the end of the year to help educate operators on how to avoid parking fines on private land.

ACFO chairman John Pryor, along with two association members, recently held a "summit meeting" with the British Parking Association and Parking Eye, one of the UK's major enforcement companies, with the goal of establishing best practice with respect to fines.

ACFO claimed that "almost all" major contract hire and leasing companies have reported huge annual increases in the volume of parking fines on private land being handled, and Pryor warned that the lack of "uniformity" in the treatment of fines by leasing companies need addressing. Some companies pay the fine immediately and then recharge the cost to the client , which avoids any danger of the fine increasing for late payment, it also denies any right of appeal. "We recommend that fleet managers have the issue high on their agenda when they meet with their providers," said Pryor, who also said that ACFO is discussion the issue with the British VEhcile Rental and Leasing Association.

The fleet operators' association has been busy recently, also meeting with a range of Government departments to discuss issues pertinent to the operation of company cars, including HMRC, the DVLA and Highways England.

The HMRC meeting including the issues that the Government is currently consulting on until 19 October; the BIK benefit of ultra low emission vehicles, salary sacrifice schemes and the tax treatment of leased assets. "At the meeting HMRC made it clear that it wanted to hear the views of individual fleet managers as well as company car drivers and not only those of trade associations such as ACFO," said Pryor. "We are therefore asking our individual members to respond to the consultation documents."

ACFO also used the meeting to push for advisory fuel rates for plug-in vehicles.

A separate meeting with Highways England allowed the organization to raise members' concerns about the way in which the Dart Charge operates, and to call for a single centralized database to hold all vehicle road charging data, including Dartford, the London Congestion Charge, Severn River Crossing, M6 toll and any future schemes.

The meeting with the Driver and Vehicle Licensing Agency allowed ACFO to discuss the 2017 VED changes and importance of notifying DVLA of any medical conditions that could affect an individual's ability to drive, and ACFO agreed to help publicise both issues.
