Average new car CO2 emissions dropped to 138.9g/km in the second quarter of the year and to 139.7g/km for the first half-year - the first time they have fallen below 140g/km.
Overall, the market fell 6.2% to 183,125 units in June, according to the SMMT, but fleet registrations were up 2% to 102,209 year-on-year to take a 55.8% market share.
Business sales, to fleets of fewer than 25 cars, plummeted 23% to 8124 however, and private sales also fell sharply.
In the first half of the year fleet sales of 537,815 were up 3.4% compared to the same period in 2010, accounting for 52% of the total market.
Registrations of diesel cars rose 4% in June and are up by 7.5% in the year-to-date.
SMMT boss Paul Everitt said: "June new car registrations continued to perform in line with industry expectations with robust demand in the fleet sector and a relatively weak retail market.
