Bill paves way for gas-guzzler charge

Livingstone's hefty £25 congestion charge takes a step closer to reality with the Draft Local Transport Bill that's currently under public consultation until September.

The Bill aims to improve regional transport problems, like improving local bus services, but also goes on further to delegate specific powers to introduce pay-as-you-drive schemes that specifically stresses any such scheme must take into account of environmental factors.

Such an interpretation could provide the vital tools for local authorities like London mayoral office to introduce its planned CO2-lead congestion charging that plans to hit the most environmentally damaging vehicles with a congestion charge of £25 per day for vehicles emitting more than 225g/km.

Lobbying arm of the RAC warns against empowering local authorities.

"For road pricing to be acceptable to the motorist, local authorities must demonstrate that pricing will be part of the solution to their needs, not just another way to raise money and price them off the roads." Said RAC Foundation director Edmund King.
