Mayor of London to launch real-world emissions tool

The mayor of London, Sadiq Khan, has announced plans to put a real-world vehicle emissions-scoring website online by the autumn.

His new website will include on-road test results for new cars and vans detailing the emissions they produce in real-world conditions, as well as real-world fuel economy information.

A spokesman for the mayor told BusinessCar vehicles would be tested in the Home Counties in a range of different conditions, with the results also being relevant for drivers outside of London.

Khan said the online clean vehicle checker will help to restore public confidence following the 'Dieselgate' scandal and he claimed it will stop purchasers from relying on "unrealistic" official test results.

He added that once up and running, the tool would provide a free 'health check' for businesses so they can understand how their fleets perform and see where improvements could be made in the future in terms of emissions, while he added the Greater London Authority Group - the administrative body for the capital - would "lead by example" and only buy or lease the cleanest vehicles from the list.

The vehicles will be jointly tested by Emissions Analytics - a leader in on-road emissions testing which already publishes real-world data on its website - and the International Council of Clean Transportation, the body that revealed Volkswagen had used defeat devices to pass the official emissions tests.

This is the latest move by Khan to tackle emissions in the capital, with the mayor planning to roll-out the Ultra-Low Emission Zone a year earlier than planned - in 2019 - while he is also introducing a daily £10 Congestion Charge surcharge for the most polluting vehicles from October.

Khan also announced that Paris would publish a scheme alongside London's tool. 

"It will provide Londoners with an honest, accurate and independent evaluation of the emissions of most new cars and vans on our roads. By having 'on the road' testing I believe we will help Londoners make an informed choice and incentivise manufacturers to build cleaner vehicles sooner," Khan said.

He added: "The toxicity of the air in London and many other big cities is an outrage, and schemes of the type we are introducing in London and Paris have the potential to make a massive difference to the quality of the air we all breathe."

Nick Molden, chief executive officer of Emissions Analytics, said: "The need to clean up the air is urgent, faster than regulations can deliver, and so cities must go further and faster.  The lead being shown by London and Paris can form a template for other cities around the world."
