New online risk portal guarantees compliance

Licence-checking specialist Licence Bureau has developed an online portal to keep tabs on drivers and flag up potential risks. 

Known as Compliance Managed Services, the system has been designed "for people who aren't really fleet professionals but have responsibility for compliance", according to the firm's sales and business development manager Steve Pinchen. 

The portal, which is accessed via an internet browser, uses Windows 8 software and displays a series of 'tiles' (large squares corresponding to differing subject maters) relating to different areas of fleet management and risk compliance. 

Pinchen explained that the system works by identifying pre-specified problem areas and repeatedly warning operators about them.

 "We've identified the various levels of risk - critical, high, medium and low risk, If you've got a disqualified driver and we've been made aware of that then that's a critical risk and we'd be on the phone to you to tell you that," he said.

"At the same time, there are things like 'exceeds 20,000 business miles per year' - that's a high risk; 'exceeds eight points' - that's something you need to know about." 

He continued: "[It has an] auto email alert and [an] auto risk assessment. If I tick the boxes, the system will trigger an alert and notify the people who need to be notified.

"At the same time, it will trigger a risk assessment for the driver so that a.) we're aware of your behaviour and your attitude towards driving and b.) you may need to undertake some e-learning from that.

"Each one of those is logged as history and is auditable, so if the worst comes to the worst and the driver ends up in an accident or a health and safety incident, we can demonstrate compliance.

"This thing will nag you until something happens. It won't let you forget." 

The system also provides explanations as to why issues are flagged up for the benefit of non-fleet-educated operators.

Pinchen continued: "We've also got an area for additional information, so you might have someone who's a PA to the MD who says, 'what am I supposed to do about this?', so we can say, 'this is the reason that we've brought this to your attention' and show them the policy or even a link to The Highway Code, and just shows them what we're doing.

He added that more features would be added throughout the year: "We'll see an inclusion of a telematics feed and accident management. We're also looking at an HR feed as well. They'll be phased in during 2014." 

In addition to the portal, the firm has also announced a deal to supply licence-checking services to Network Rail for the next two years.
